Technology Policy Analyst (E5938) (Biotech)



Job Summary
The IEEE Standards Association (IEEE SA) seeks a Technology Policy Analyst to support its Technology Policy work program. This role focuses on monitoring, analyzing, and reporting on policies and regulations relative to technologies and emerging issues at the intersection of standards and the standardization ecosystem. The role supports engagement with multi-stakeholder and multi-lateral processes. It contributes to the development of high-quality public policy briefs, statements, and white papers, while also engaging with global stakeholders to advance IEEE SA's strategic technology policy objectives. Additionally, the analyst will play a role in fostering collaboration through the IEEE SA Technology Policy Collaborative Program.

The accountabilities of this position are often performed under deadline and occasionally involve handling confidential information.

This position reports to the Senior Manager, Technology Policy and has no direct reports. The position requires significant collaboration and coordination and therefore works with various stakeholders and colleagues across the IEEE SA team and its governance and leadership structure, as well as across IEEE. It requires diplomacy, a high degree of professionalism, and great attention to detail, as well as experience in technology ecosystems.
This position requires moderate international travel, and therefore current travel credentials.


Key Responsibilities
  • Policy Monitoring and Analysis:
  • ● Identify and track global policy and regulatory developments in emerging technologies in IEEE SA's body of work and focus areas.
  • ● Analyze their implications for technology standards and provide actionable insights through comprehensive reports and presentations.
  • ● Identify opportunities and challenges arising from these policies, as well as changes in adopted policies to assess their implications.
  • Engagement with multi- and -lateral processes
  • ● Work alongside team members engaged in technology policy processes to provide insights and analysis that contributes to a comprehensive understanding of issues, protocols and practices.
  • Content Development:
  • ● Draft public policy briefs, statements, white papers, and interventions tailored to policymakers, regulators, and industry leaders.
  • ● Contribute to the development of speeches and messaging for leadership at global policy forums and events, and for bi-lateral meetings.
  • Technology Policy Collaborative Program:
  • ● Support IEEE SA's Technology Policy Collaborative Program by contributing to outputs that foster multi-stakeholder engagement.
  • ● Collaborate with internal teams and external stakeholders to address critical policy challenges in the standards and technology ecosystem.
  • Policy Message Repository:
  • ● Contribute to the maintenance of IEEE SA's technology policy asset repository, ensuring consistency and relevance across policy statements and materials.
  • Stakeholder Engagement and Relationship Building:
  • ● Coordinate with IEEE regional offices and colleagues across IEEE, leveraging networks to build relationships with government bodies, international organizations, and key stakeholders.
  • ● Represent IEEE SA at global events, building IEEE's reputation as a thought leader in technology policy.
  • Grant and Funding Opportunities:
  • ● Support efforts to identify and pursue grant opportunities to fund IEEE SA's policy initiatives, including contributing to the preparation of proposals and collaborating with internal and external teams.

Education
  • Bachelor's degree or equivalent experience Public Policy, Public Affairs, Tech Management, International Relations, or related field. Req

Work Experience
  • 4-7 years Policy analysis, government relations, or a related field Req
  • 4-7 years Demonstrated understanding of global regulatory frameworks, technology policy, and international standards development processes and ecosystem. Req
  • 4-7 years Demonstrated operational experience in a global policy environment. Req
Skills and Requirements

  • Detail-oriented, and capable of meeting deadlines in a fast-paced environment
  • Demonstrated experience working in a team environment and within a decentralized organization structure.
  • Demonstrated understanding of public policy processes and operations. Demonstrated experience working with and managing external vendors and service providers.
  • Demonstrated ability in fostering and nurturing relationships in a multi-stakeholder ecosystem.
  • Strong written and oral communication skills, including strong public speaking skills and proven ability to make presentations.
  • Experience working with different cultures, individuals, and political and policy systems.
  • Knowledge of the technical standards ecosystem, including the WTO TBT principles and incorporation by reference policies.
  • Possess both the technical expertise and the ability to translate that into effective policy work.
  • Experience engaging with global institutions or national governments.
  • Multilingual capabilities or international work experience preferred.
