The Market Development Manager is responsible for driving the growth and expansion of the organization by identifying new market opportunities, developing strategic initiatives, and cultivating key partnerships. This role plays a critical part in shaping and executing go-to-market strategies, analyzing industry trends, and aligning cross-functional teams to support business objectives. The ideal candidate is a strategic thinker with a strong background in market analysis, business development, and relationship management. They will work closely with sales, marketing, product, and executive leadership to unlock new revenue streams and strengthen the company's market position.

Duties & Responsibilities:  

 
Essential:  

  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling ensuring consistent application of Employee Guidelines, processes, and procedures. Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.
  • Manages and mentors four direct reports including two supervisors and an overall team of eight team members.
  • Manages all pass programs worth $6-$10 million annually. Negotiates, and manages annual contracts for each pass program within the organization.
  • Manages all RTD discount programs to include LiVE (low income), Nonprofit pass program and Special discount program.
  • Manages budget process for various market development initiatives to include the LiVE Income based program expansion and other discount programs.
  • Manages budget process for contracts related to third-party services.
  • Works with the RTD Board of Directors, RTD staff, public and government officials, and their staff to fulfill a variety of requests regarding RTD Pass and discount programs, legislative efforts, and CORA requests. Works in a proactive manner to identify needs or issues early and collaborates to keep audiences informed.
  • Researches and develops new business and revenue generating opportunities to effectively increase revenue and ridership, by leveraging relationships with TMOs and TMAs.
  • Manages and administers the RTD Transit Assistance Grant Program, a $1million annual grant.
  • Develops annual outreach plans, communications and collateral materials for pass program participants and provides analysis of market segments and business trends.
  • Develops and conducts training of internal staff and external customers on pass program related functions, including web portal administration, maintaining point of sale terminals and smart media encoders.
  • Manages pass distribution, inventory, web portal maintenance and administration, daily cash transmittal reports, reports in BI Portal, card activation, deactivation, suspensions, recharges, memory list management, data analysis, and pricing analysis.

Qualifications:    

  • Bachelor's degree in public administration, business, marketing, advertising, communications or related field.
  • A minimum of 7 years of experience in community outreach, program management, business development, revenue generation, or marketing strategy.
  • A minimum of 3 years of supervisory experience.
  • A minimum of 2 years of experience in grant management. 
  • A minimum of 1 year of project management experience.
  • A minimum of 3 year of contract management experience to include negotiating financial terms and conditions with a broad customer base such as government entities, corporations, neighborhood groups, or non-profits.

Preferred:

  • Master's degree in business, marketing, advertising, communications or a related field.
  • Proficiency in ADA regulations, HIPAA requirements and Colorado low-income guidelines.
  • Previous non-profit, government or public sector experience.
  • Demonstrated fluency in speaking, reading and writing any language covered under RTD's language access plan.

Knowledge, Skills & Abilities:

  • Proficiency with planning and developing annual plans including goals, budgets, strategies, and market analysis.
  • Proficiency in accounting practices related to program audits, reconciliations, and invoicing.
  • Proficiency in employee benefit programs and the federal tax codes regarding employer transportation benefits.
  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing and to make presentations to internal and external customers at all organization levels.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing and prioritizing with attention to detail.
  • Ability to communicate effectively in writing, to write concise, factual material.
  • The ability to analyze complex and sensitive public and intergovernmental issues and develop and make recommendations.
  • Ability to work flexible hours, which may include weekend or evening hours to meet customer needs and participate in events as needed.

Pay Range:

$100,284.00 - $141,650.25 Annual
