Regional Project Manager -Paragon Risk Management (Finance)



JOB SUMMARY

The Regional Project Manager (RPM) plays a critical role in supporting and optimizing cleared guarding procedures across the organization. This position is responsible for drafting and maintaining consistent guarding procedures in collaboration with the Regional Security Manager (RSM), ensuring alignment with RMF emergency management protocols, and auditing guard operations to meet program-wide requirements.

Key duties include collecting and analyzing alarm response metrics and SCIF-related incident patterns, maintaining consolidated incident reporting for internal stakeholders, and managing onboarding tasks, such as security clearance verifications. The role also involves overseeing vendor performance, maintaining metrics to drive data-driven decisions, and ensuring vendor compliance with customer standards.

In addition to operational responsibilities, this role requires strong leadership in driving execution of strategic priorities, creating structure for ambiguous projects, and proactively identifying opportunities to support Regional Manager initiatives. Candidates must demonstrate expertise in tactical and strategic project management, vendor oversight, and advanced presentation and reporting skills.

Core Duties Include:
  1. Draft and maintain consistent cleared guarding procedures under the guidance of the Regional Security Manager (RSM).
  2. Maintain alignment between cleared guarding and RMF emergency management procedures.
  3. Audit cleared guard operations against program-wide requirements.
  4. Collect and analyze alarm response metrics from multiple sources, including ACS, third party alarm monitoring services, and AWS, to validate compliance with SLAs and identify trouble areas.
  5. Collect, communicate, and analyze patterns in SCIF-related incidents reported by cleared guards.
  6. Maintain consolidated reporting of SCIF-related incidents to internal partners.
  7. Manage onboarding tasks for cleared guards, including security clearance verification.
  8. Focus specifically on vendor oversight and maintenance of performance metrics. Contribute to, and drive data driven decisions that help vendors to perform to customer standards.
  9. Drive the execution of action items and top priorities agreed upon by the Regional Manager and leadership team.
  10. Create structure and focus for broad, ambiguous ideas that the Regional Manager and division leaders have agreed upon.
  11. Proactively identify opportunities to add value to the RSM.
  12. Operate at a tactical, strategic, and operational level, handling the oversight of projects that fall between divisions or leadership areas of responsibility.
  13. Advanced presentation, proposal, and report writing.

  • Keeps informed of industry trends through benchmarking, participation in professional associations etc. to support operations.

  • Performs additional functions, duties and specific tasks of a similar nature and scope as necessary in order to achieve assigned business objectives.

MINIMUM QUALIFICATIONS AT ENTRY

Additional qualifications may be specified and receive preference depending upon the nature of the position

Basic Qualifications

  • U.S. Citizenship preferred
  • At least 18 years of age
  • Ability to acquire and maintain any other specific special clearances / access requirements where appropriate
  • Ability to obtain and retain a TopSecret/SCI security clearance. CI Poly or Full Scope Poly preferred

Education / Experience
  • A high school diploma/GED is required. A bachelor's degree is preferred. Additional relevant experience may be substituted for the required education on the basis of one calendar year of experience for one academic year of education.
  • FSO certified, FSO or AFSO experience
  • Extensive knowledge of Industrial security and clearance processing (preferably within the IC)
  • Extensive experience with cleared security operations, including access control, manned guarding, and incident reporting

Background Prerequisites

Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements

WORKING CONDITIONS (Physical/Mental Demands)
