Temporary IT Applications Developer III (Finance)



The County of Riverside's Information Technology Department has an opportunity for a Temporary IT Applications Developer III who will be assigned to the Departmental Solutions in Riverside.

The selected candidate shall assist Riverside County Information Technology and the County of Riverside Auditor Controller Department in the implementation and configuration, modification, and deployment of a custom Stale Dated Warrants System utilizing C# codebase, API endpoints and SQL Server Backend Database. The application follows traditional architecture with a dedicated API server and a separate database server hosted in a data center. The goal is to review, refactor and configure the application for secure, efficient deployment in Riverside's environment, aligning with local data policies, user workflows, and system integration requirements.

Competitive candidates should have:

  • experience in software development with C#/.NET Core or .NET Framework
  • Strong experience with RESTful APIs, SQL Server, and traditional N-tier application architecture
  • Familiarity with Windows Server, IIS, and local deployment best practices.
  • Experience modifying and deploying existing codebases written by external teams.
  • Ability to interpret and modify stored procedures, functions, and database objects.
  • Solid understanding of secure coding practices, access controls, and system integration.
  • Excellent written and verbal communication skills.

The IT Applications Developer III is distinguished from IT Applications Developer II in that the latter is the journey level within the series. This class is further distinguished from the IT Supervising Applications Developer in that the latter is for positions who exercise the full scope of supervision. Advancement to the next level is obtained by competitive selection through an open recruitment.

  • Review the existing C# code base, API endpoints, and database schema.

  • Document the system architecture as well as understand the system and all its components.

  • Modify, refactor, and configure the application to meet Riverside County's operational and security standards.

  • Collaborate with internal IT staff to integrate the application with existing systems (e.g., Active Directory, databases, fileservers)

  • Update configuration files, endpoints, and deployment settings for use in Riverside County environment.

  • Document code changes, deployment processes, and system configurations.

  • Provide knowledge transfer to county staff and ensure maintainability post-contract.

  • Perform unit testing and support User Acceptance Testing (UAT).
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (IT job-related experience may substitute for education on the basis of 30 semester or 45 quarter units equaling one year.)

Experience: Four years of successful journey level IT job-related experience, one year of which included either lead duties or technically advanced IT job-related work. (One year of experience as an IT Applications Developer II will satisfy the one year of lead or technically advanced experience requirement.)

Other Requirements: A successful Security Clearance conducted by the Sheriffs' Department is required for this position within the Riverside County Information Technology Department.

Possession of a valid California Driver's License is required for this position.This recruitment is open to all applicants.
