Administrative Specialist, Research and Education Policy Development (Project Management)
Provide routine administrative support to management and staff, including tasks of a complex, confidential and sensitive nature.
Act as a liaison between the department, the public, and other staff receiving and screening visitors, calls and emails, responding to inquiries and resolving routine issues.
Manage calendars, schedule appointments and meetings, and make travel arrangements.
Plan and coordinate department meetings, seminars, training sessions, and conferences including preparing agendas, assembling materials, and taking and transcribing minutes.
Research, compile and organize data from various sources to prepare reports, manuals and informational materials.
Provide administrative support related to departmental budgets, contracts and grant applications.
Create, edit and format a wide variety of documents including correspondence, reports, presentations, brochures and meeting materials.
Maintain filing and recordkeeping systems; retrieve and research records as needed for reports and responses to inquiries.
Update website content to ensure accurate and timely communication.
Operate standard office equipment and software, including word processing, spreadsheets, databases and calendaring tools.
Order supplies, process purchase requisitions, track invoices and prepare payment requests for approval.
Maintain working relationships with community organizations and external agencies.
Review and recommend improvements to administrative procedures and workflows to enhance program efficiency.
Participate in the development and administration of department budgets.
Demonstrate understanding and adherence to organizational values, policies, and practices.
Limited vacation during peak periods.
Perform other duties as assigned.
Qualifications
Any combination of training and experience equivalent to an associate degree or higher with major coursework in business administration, management, finance, accounting, or related field with three (3) years of progressive, responsible administrative experience, preferably in education, legislative or other non-profit settings. Experience providing administrative support to management, coordinating meetings, and planning special programs or events is desirable.
Knowledge of
Functions of non-profit organizations, boards and commissions.
Relevant federal, state and local laws and procedures related to assigned responsibilities.
Modern office practices and procedures, including file and record management.
Business writing, data collection, report formatting, and proofreading.
Computer applications such as word processing, spreadsheets, databases and calendar/scheduling programs.
English grammar, spelling, and punctuation.
Effective communication techniques for providing customer service and collaborating with stakeholders.
Ability to
Understand and support the functions of the department and the organization.
Apply specialized knowledge accurately and independently.
Communicate clearly and professionally in person, by phone and in writing.
Compose correspondence and reports with minimal guidance.
Manage data and perform accurate mathematical and statistical computations.
Prioritize and organize multiple tasks and projects effectively under deadlines.
Use independent judgment and discretion in solving problems.
Foster positive working relationships across diverse groups and with external partners.

The office environment is primarily sedentary, in a controlled office environment with moderate noise levels and no direct exposure to hazardous physical substances.
Sit at a computer for extended periods, use office equipment and lift up to 25 pounds.
Must be able to bend, stoop, kneel, reach, push, and pull drawers open and closed in the execution of their duties.
Occasionally travel required for conferences, training, workshops and meetings throughout California, including overnight stays.
May be asked to work occasional overtime, evenings, nights, weekends and holidays to support the work of the department.
Employee is personally responsible for following health and safety guidelines, instructions and policies.
