Department Manager - Highways/Roadways (Sign On Bonus Available) (Finance)

DESCRIPTION

Michael Baker International is looking to grow and enhance our practice and we are adding a Department Manager - Highways/Roadways to lead our Highway/Roadway Department in Illinois that regularly oversees both Phase I and Phase II engineering tasks. You will be responsible for developing and maintaining trusted adviser relationships with state, county, and local clients as well as setting the vision for growth and lead market awareness including involvement in professional associations, technical articles, conferences and boards.

The Department Manager will be responsible for the daily management and operation of the highways/roadways design group. This role involves providing project management oversight for all final design projects, ensuring adherence to project scope, schedule, budget, quality control/quality assurance, staff utilization, and team safety. The Department Manager will also be responsible for expanding our current Phase I/II highway/roadways design services.

RESPONSIBILITIES

  • Manage and grow an existing department of 8 team members, including hiring, training, performance assessment, promotion recommendations, and disciplinary actions.
  • Oversee the daily operations of the Phase I/II highway/roadways design group.
  • Provide project management oversight for all final design projects.
  • Ensure adherence to project scope, schedule, budget, and quality control/quality assurance.
  • Manage staff utilization and team safety.
  • Expand current Phase I/II highway/roadway design services.
  • Develop plans, special provisions, estimates, bid documents, and permit applications for projects funded by various sources.
  • Coordinate business development activities, including client outreach, marketing, proposal development, and interview preparation.
  • Develop and maintain client relations and management, including monitoring client satisfaction.
  • Engage in key Department pursuits and participate in the development and execution of Capture Plans.
  • Provide input for the annual budgetary development process.
  • Ensure compliance with quality management and quality assurance practices.
  • Solve sensitive administrative issues within the department.
  • Participate in industry-related professional societies.
  • Other duties as assigned.

PROFESSIONAL REQUIREMENTS

  • Bachelor's degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license preferred.
  • 12+ years related experience, either internally or equivalent external experience, and proven success managing complex projects. Preference given to IDOT, Tollway, County, and Illinois Local Agency project experience.
  • Expert knowledge of Phase I and/or II Engineering requirements.
  • Strong leadership and team management skills.
  • Excellent communication and organizational skills.
  • Familiarity with client's requirements and challenges, with preference given to IDOT, Tollway, County, and Illinois Local Agency client relations.
  • Proficiency in roadway design software (MicroStation and Openroads Designer), Microsoft Office, Microsoft Project, Bluebeam, and Projectwise.

COMPENSATION

The approximate compensation range for this position is $131,634 to $205,597. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
