Senior Accountant (Finance)



5% added premium pay for those who possess a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Information Systems Auditor (CISA)

The County of Riverside's Assessor-County Clerk-Recorder (ACR) is seeking to fill a Senior Accountant position in the Accounting and Finance Division located in Riverside.

The incumbent will be responsible for developing budgets, preparing quarterly reports, and setting rates and fees through cost analysis and forecasting. This position manages complex fiscal recordkeeping systems, ensures compliance with accounting policies, and assists in revising and implementing financial systems. The role also provides guidance on accounting and budgetary matters, supports special projects, and performs daily and monthly reconciliation of deposits-particularly between the Treasurer's Office and internal systems such as Eagle Recorder. Additional responsibilities include approving deposits, assigning accounting strings for purchases, and working closely with procurement staff, supervisors, and managers.

The most competitive candidates will have experience with internal financial systems in a government setting, particularly with platforms such as MIP Fund Accounting, Eagle Recorder, Simpler, and Sherpa. These systems are essential for managing budgets, reconciling financial transactions, analyzing accounting data, and processing quarterly and annual budget adjustments.

The Senior Accountant is the advanced journey and lead-level classification in the professional Accountant series and reports to a supervisory or managerial position. Senior Accountants are utilized in County departments requiring extensive technical knowledge and the exercise of independent judgment to perform complex accounting or auditing work. They may serve in a lead capacity or as a project leader over lower-level professional, paraprofessional, and clerical staff, but retain primary responsibility for completing specific accounting or auditing assignments.

The Senior Accountant is distinguished from the Supervising Accountant classification in that the latter has full supervisory responsibility over professional, paraprofessional, and clerical staff within a department's accounting operations.

Meet the Team!
Assessor - County Clerk - Recorder (ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services and the Archives Program provides public access to the history of Riverside County.• Maintain and control the fiscal recordkeeping functions and systems in a departmental accounting function involving complex and diversified work, or in the Auditor-Controller's Office, plan, organize, and perform complex and specialized accounting work.

• Examine and analyze complex fiscal recordkeeping systems and procedures; prepare, review, and verify a variety of accounting, statistical, and narrative reports.

• Review accounting policies and procedures to ensure conformance to applicable laws, rules, and regulations; review, evaluate, and assist in the revision, design, and implementation of accounting systems.

• Provide advice and assistance to departments and other officials on a variety of accounting and budgetary problems.

• May review laws, legislation, and policies to determine impact on accounting procedures and to provide guidance in the performance of accounting and fiscal work.

• Coordinate work with other sections, departments, or outside fiscal intermediaries; may coordinate accounting functions with data processing systems.

• May represent the department at meetings relative to fiscal and budgetary operations.

• May perform purchasing or other fiscally related staff services; may assist in the preparation of district and departmental budgets.

• May train, lead, and assist in the evaluation of work performance of accounting and clerical personnel.

• Perform special accounting related assignments or projects as required. OPTION I Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting or auditing experience equivalent to the County of Riverside Accountant II classification.

OPTION IICertificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience: One year of professional level accounting or auditing experience equivalent to the County of Riverside Accountant II classification.

ALL OPTIONSKnowledge of: Accounting principles and practices; governmental accounting and budgeting; laws and regulations affecting governmental financial operations; the principles of business management and office methods and procedures; data processing systems applicable to accounting operations.

Senior Accountant positions assigned to the Internal Audits Division of the Auditor-Controller's Office are required to have knowledge of auditing principles, practices, and standards.

Ability to: Interpret and analyze complex data and material, and draw logical conclusions; understand, interpret, and apply laws, rules, regulations, policies, and procedures related to accounting operations; maintain complex records and prepare complex reports and financial statements; prepare oral and written reports; establish and maintain effective working relationships.What's Next?
