IT Infrastructure Supervisor (Finance)

Job Description

PURPOSE SUMMARY. Oversee the planning, implementation, and maintenance of the County IT infrastructure. The position will be responsible for managing the schedule and activities of the infrastructure team to provide administration and monitoring of all network infrastructure, telecommunications, server systems, data centers, radio communications, and cloud computing environments.

ESSENTIAL DUTIES.

1. Strategic Planning

  • Develop IT infrastructure documentation, including network diagrams, system configurations, and standard operating procedures.
  • Ensure compliance with IT security policies and procedures.
  • Stay current on emerging technologies and trends in IT infrastructure.
  • Collaborate with other IT teams and business stakeholders to ensure that IT infrastructure supports business needs.
  • Participate in disaster recovery planning.
  • Perform capacity planning to ensure servers, network, and storage continue to meet existing and future requirements.
  • Develop and maintain associated training plans for infrastructure administration.
  • Define hardware and software standards in conjunction with owners and stakeholders.

2.Acquisition & Deployment

  • Implement IT infrastructure projects, including upgrades, expansions, and new deployments.
  • Design and implement, enterprise storage solutions and infrastructure.
  • Oversee the implementation and maintenance of server environments (physical and virtual), including virtualization platforms and operating systems.
  • Implement cloud computing strategies (e.g., AWS, Azure, GCP).
  • Assist with the preparation and review of scope of work (SOW) and other documentation for infrastructure projects and associated efforts.
  • Negotiate with vendors, outsourcers, and contractors to secure infrastructure-specific products and services.
  • Assist with the deployment of infrastructure security measures.
  • Conduct feasibility studies for various upgrade projects, improvements, and conversions.

3. Operational Management

  • Oversee the day-to-day operations of the IT infrastructure team, including setting task priorities and monitoring the progress of projects and requests.
  • Manage data center operations, including on-premises and cloud-based services.
  • Work with the Cybersecurity administrator to ensure the security of all IT infrastructure systems and perform audits.
  • Monitor infrastructure performance and identify areas for optimization.
  • Manage and set priorities for the maintenance and support of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations, and public safety radios.
  • Test network and server performance to provide performance statistics and reports.
  • Manage operational costs to stay within the establish departmental budget.
  • Provide regular written and in-person communications to stakeholders, department heads, and end users regarding pertinent infrastructure activities.
  • Troubleshoot issues for all infrastructure devices and systems, analyze the problem to develop tactical and strategic solutions, and perform root cause analysis to prevent future occurrences.
  • Manage backup schedules and disaster recovery testing.

4. Change Management

  • Schedule and manage all IT infrastructure standard and urgent changes or updates.
  • Coordinate planned changes with the business to ensure that they are implemented with minimal disruption.
  • Document the completion of all changes and the analysis of any failures or rollbacks.

5.Team Leadership

  • Supervise a team of IT network engineers, system administrators and communication systems technicians.
  • Mentor IT infrastructure staff by providing technical guidance, goal setting, and training.
  • Perform counseling, performance reviews, and disciplinary actions as needed for team members.
  • Establish and maintain effective, professional working relationships with other departments to support their technological requirements and priorities.

ADDITIONAL DUTIES. Other duties as assigned. Perform 24-hour on-call.

QUALIFICATIONS.

A. Education. Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or a related field.

B. Experience. Four (4) years of experience in IT infrastructure or network management which includes a minimum of one (1) year of professional experience managing personnel and setting and implementing priorities.

C. Education/Experience substitution. In accordance with County policy.

D. Licenses/Certifications. Must have a valid driver's license. Must maintain a satisfactory driving record in accordance with County policy. The following certifications from Cisco (CCST, CCNA, CCSP), Microsoft (AZ-800, AZ-801), and CompTIA (Network+, Cisco Networking Pro, Linux+, Security+, Project+) are preferred. Any other related CompTIA, Cloud, Security, Project Management, or Cisco certifications are a plus.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass NCIC background and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:

  • Service delivery and service level agreement agreements (SLAs).
  • Hands-on experience in troubleshooting hardware and software.
  • Network technologies (e.g., routing, switching, firewalls, LANs, VPNs).
  • Server virtualization technologies (e.g., VMware, Hyper-V).
  • Cloud computing platforms (e.g., AWS, Azure, GCP).
  • Data management, backup and recovery, disaster planning.
  • Data center operations and management.
  • IT security best practices.

Skill in:

  • Installation, maintenance and repair of server and network systems.

Compensation Range
$58,176.96 - $96,213.06
